Subject: Revised TA & DA payment norms for facilitator-cum-Evaluator (FCEs)-reg.

 

CAPART is committed to the cause of Rural Development with People’s Participation so as to sustain the investment made in the rural sector in the long run. This calls of commitment on the part of NGOs as well as the Facilitator-cum-Evaluator whose services are availed of by CAPART not only to assess the physical progress made out also to guide the organization in the right perspective to achieve the best possible results. In this context, FECs enjoy a special status and their services should be viewed as nation building efforts and should not be weighed only in terms of monetary compensation.

 

The system of monitoring through Empanelled Evaluators is being followed by CAPART since 1988 and the compensation paid is being revised periodically to take care of the post escalation. The compensation package which is presently being followed on terms of project size (in terms of cost) and the duration of the visit was adopted in December 2000 and subsequently modified in June 2001 by eliminating the compensation package provided for report writing. During this intervening period it was found that the system adopted was causing a lot of resentment among the NGOs and the FCEs because of lack of inbuilt flexibility in the adopted system. Instances have come to our notice that FCEs used to stay at the project site as per the eligible duration of irrespective of the requirement and quantum of the work involved with a view to claim the maximum possible amount of compensation. Added to this, a number of representations were also received pointing out discrepancies with regard to the claim settlement by CAPART.

 

After taking all these factors into account it has been decided to give up the present arrangement of DA settlement on the basis of project size (in terms of cost) and no. of days spent by the FCE at the project site and in its place adopt the following pattern with effect from 15/02/05.

Project up to Rs. 5 Lakhs 2 days @ of Rs. 1500 per day as DA+ actual travel cost restricted to AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Project up to Rs. 5 Lakhs Rs. –3000/- as DA+ Rs. 1000 as incidental expenses (Rs. 500/- for internal travel, Rs. 300/- to and fro ravel cost between the residence and railway station/ and bus stand etc. + Rs. 200 towards secretarial expenses + Actual Travel cost restricted to AC II tire fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.)

Projects up to Rs. 15 Lakhs- 3 days @ Rs. 1500 per day as DA+ actual travel cost restricted to AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Project up to Rs. 10 Lakhs Rs. 4500/- as DA + Rs.1000/- as incidental expenses (Rs. 500/- for internal travel, Rs.300/- to and fro travel cost between the residence and railway station/bus stand etc.+ Rs. 200 towards secretarial expenses). Actual travel cost restricted to AC II tire fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Project up to Rs. 25 Lakhs- 4 days @ Rs. 1500 per day as DA+ actual travel cost restricted on AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Project beyond Rs 10 Lakhs 6,000/-as DA + Rs. 1000/- as incidental expenses (Rs. 500/- for internal travel; Rs. 300/- to and fro travel cost between the residence and railway station/bus stand etc +200/- towards secretarial expenses.) + Actual travel cost restricted to AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Project up to Rs. 50 Lakhs –5 days @ Rs. 1500/- per day as DA+ actual travel cost restricted to AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Watershed projects and such other high value projects- Rs. 7500/- as DA + Rs. 1000/- as incidental expenses. (Rs. 500/- for internal travel; Rs. 300 to and fro cost between residence and railway station/bus stand etc.+ Rs. 200 towards secretarial expenses.) Actual travel cost restricted to AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Project above Rs. 50 Lakhs- 6 days max. @ Rs. 1500/- per day as DA + actual travel cost restricted to AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Payment of Rs. 9000 as DA + Rs. 1000/- as incidental expenses. ( Rs. 500/- for internal travel; Rs. 300/- to and fro travel cost between residence and railway station/bus stand etc.+ Rs. 200 towards secretarial expenses). Actual travel cost restricted to AC II tier fare reimbursed on production of tickets or limited to that amount if the place is not connected by train.

Assignment entrusted are to be performed within 15 days from the date of receipt of the assignment order, failing which 10% of the eligible claim will be deducted. While however, no such deductions will be made for delays totally unavoidable. For expeditious discharging of the task entrusted to the FCEs, telephonic contacts should be made and followed up by offers in writing. If the particular monitor is unable to do the work, he should communicate the same over phone to MCs/HODs at H.Q. followed by writing, so that an immediate alternative arrangement could be made by offering the work to another eligible FCE in the panel.

 

The revised TA/DA rates will also be applicable in the case of institutional monitors and it is left to the institutions concerned regarding its disbursement to the experts involved in the evaluation wok.
